Form of Government
The Town of Summerfield operates under a Council-Manager form of government, a structure commonly used by towns of similar size across North Carolina. In this model, the Town Council serves as the policymaking body, while a professionally trained town manager is responsible for implementing policies and overseeing daily operations. Citizens reaffirmed their support for this form of government in 2018.
Mayor
The Mayor is elected at-large to a two-year term, with elections held in odd-numbered years. The Mayor serves as the ceremonial head of the town and presides over Council meetings; the mayor's authority is limited by state law and local ordinances. The Mayor does not vote on Council matters except in the case of a tie.
Town Council
The Town Council is composed of five at-large elected members, serving staggered four-year terms. Elections occur every odd-numbered year, alternating between two and three seats. The Council selects one of its members to serve as Mayor Pro Tempore (Pro Tem), who assumes mayoral duties when the Mayor is unavailable.
As community leaders and policymakers, Council members help shape the vision for Summerfield. They are responsible for hiring a Town Manager, who ensures the effective delivery of services and the fair implementation of policies. The manager oversees daily operations and coordinates the work of town staff to maintain a smooth, efficient, and responsive local government.
