Parks, Trails & Open Space Master Plan
The Parks, Trails, and Open Space Master Plan is a 12-year plan that assessed current and future needs, prioritized them, and recommended future planning options and budget opportunities.
As part of the system inventory and analysis, the Master Plan looked at important guiding documents like the 2010 Comprehensive Plan, A&Y Greenway Feasibility Study, and other past and current plans and looked at population and demographic trends of the Town. Both parks (SCP and SAP) were evaluated per the Project for Public Spaces guidelines, compared to local municipalities, and evaluated based on recommendations from the National Recreation and Park Association Level of Service standards.
Following the system inventory and analysis, the consultants heard from the community. Although the pandemic made it difficult, nearly 400 residents responded to an online survey. Consultants also held an online community meeting, and interviewed Council, staff, Trails and Open Space Committee, and local organizations.
A system vision was created which identified goals and objectives. The plan suggests improvements to existing parks, planned parks and greenways, and recommended future parks, trails, and open space. The priorities are then listed in terms of short-term, mid-term, and future-term. Lastly, recommendations on how to implement the plan are provided, including partnerships, funding strategies, and budget cost estimates. The plan was approved by Council on April 27, 2021.
